EESL Issues Tender for 1,000 MWp of DCR-Compliant Solar PV Modules Across India

Energy Efficiency Services Limited (EESL), a joint venture of public sector undertakings under the Ministry of Power, has issued a tender for the supply of approximately 1,000 MWp of Domestic Content Requirement (DCR) compliant crystalline 540 Wp and above Solar PV Modules across India. The bid document for this tender is issued on October 21, 2024. The bidding process follows a single-stage, two-envelope procedure, with technical and financial bids submitted separately. The deadline for submitting bids is November 11, 2024, by 11:00 AM IST, with the technical bid opening scheduled on the same day at 11:30 AM.

This rate contract will be valid for six months from the issuance of the Letter of Award (LOA) or Notification of Award (NOA). The scope of work involves the design, manufacture, testing, and supply of DCR-compliant solar PV modules with a capacity of 540 Wp or higher. The supply will be managed through system-generated Release Orders (ROs) or Purchase Orders from EESL, specifying the supply location (hub) and quantity. Suppliers are expected to adhere strictly to the delivery schedules mentioned in the contract, with penalties for any delays. Prices under this contract will remain fixed throughout its validity period.

The pre-bid meeting for this tender is scheduled for November 4, 2024, at 11:00 AM IST, either in person at the EESL corporate office in New Delhi or via an online link provided in the tender documents. Bidders can submit queries until four days after the issuance of the inquiry.

The tender requires bidders to meet specific qualification criteria as detailed in Section 4 Part-B of the tender document. To participate, bidders must pay a non-refundable tender fee of INR 25,000. In addition, they are required to submit an Earnest Money Deposit (EMD), with the amount varying by package: Package I: INR 10.08 crore, Package II: INR 10.38 crore, Package III: INR 6.72 crore, Package IV: INR 8.82 crore, and Package V: INR 6.02 crore

If a bidder participates in multiple packages, they must submit separate EMDs for each package. The EMD can be submitted either online or in physical form as per the tender instructions.
