Enugu State Seeks Solar Mini-Grid Developers to Power Rural Communities

In a bold step toward improving energy access in rural areas, the Enugu State Government has launched a new initiative to attract experienced solar mini-grid developers under its Renewable Energy Project Development for State Electricity Market (REDSEM) program.

The initiative is being implemented in partnership with the Nigerian Energy Support Programme (NESP), GIZ Nigeria, and ECOWAS. It aims to deliver solar mini-grid solutions to unserved and underserved communities, providing reliable and sustainable power to at least 1,500 new customers per project.

Each mini-grid will have a capacity ranging from 200 kW to 600 kW (0.2–0.6 MW), tailored to the energy needs of rural households, small businesses, and essential services.

Substantial Support for Developers

To attract quality proposals, the program offers grant support covering 70–80% of capital expenditure (CAPEX), provided as in-kind contributions. Developers are expected to:

  • Use the Nigerian SE4ALL geospatial database to identify viable project locations.

  • Demonstrate experience and technical capacity in solar mini-grid projects.

  • Be fully registered and compliant with Nigerian regulations (CAC, Tax Clearance, PENCOM, NSITF, ITF).

How to Apply

Interested developers must submit:

  • Hard copies of their proposals to the Enugu State Electricity Regulatory Commission (EERC) at:
    No. 2 Forest Close, off Forest Crescent, GRA, Enugu.

  • Soft copies via email to: info@eerc.en.gov.ng

Deadline for submission:
4:00 PM, Friday, August 15, 2025

By accelerating rural electrification through mini-grids, the state aims to reduce dependence on diesel generators, increase energy security, and support agricultural productivity.
