TCIL Seeks Technical Partner for 2 MWp Rooftop Hybrid Solar Project on Rodrigues Island, Mauritius

Telecommunications Consultants India Ltd. (TCIL) has issued an Expression of Interest (EOI) to identify a back-end technical partner for a 2 MWp grid-tied rooftop hybrid solar photovoltaic (PV) project on Rodrigues Island, Mauritius. The project is linked to CEB Tender No. CEB/IFB/2025/10478 and involves the procurement, installation, testing, and commissioning of hybrid rooftop solar systems.

As the prime bidder, TCIL is looking for an exclusive technical partner to ensure smooth execution and timely completion of the installations. The partner will be responsible for system design, installation, and commissioning, guaranteeing that the project meets the client’s technical and operational requirements.

Eligibility and Technical Criteria

Interested partners must meet several key eligibility conditions:

  • Financial strength: Positive net worth and an average annual turnover of at least MUR 37.62 million over the past three years.

  • Project experience: Completion of similar solar PV projects within the last seven years.

  • Technical expertise: Minimum two years’ experience in solar PV systems and a cumulative installed capacity of at least 1 MWp.

These criteria are intended to ensure that the partner has both the technical capability and operational track record to deliver rooftop hybrid solar systems efficiently.

Selection Process and Contract Requirements

The partner selection will be based on technical and financial responsiveness, with the final contract expected to be awarded to the lowest bidder (L1). The selected partner will be required to sign a Memorandum of Understanding (MoU) with TCIL before submission of the final bid to the client.

Financial guarantees are also required:

  • Earnest Money Deposit (EMD): MUR 2,85,000 (≈ INR 5,00,000), valid for 180 days from the bid deadline. Registered Micro and Small Enterprises (MSEs) and startups may be eligible for exemption.

  • Performance Bank Guarantee (PBG): 10% of the total contract value (excluding VAT), valid until 70 days after the five-year warranty period, to be submitted within 15 days of receiving the Letter of Acceptance.

  • Bid submission: 5 February 2026, 12:00–17:00 hrs

  • Technical bid opening: 5 February 2026, 17:30 hrs
